A promise that was promised to be implemented many times in the past governments, but it was not implemented.

The first spark of the privatization of Esteghlal and Persepolis goes back to the 70s, the days when the late Abbas Ansarifard was trying to attract financial aid with the entry of Persepolis to the stock market, but his efforts did not come to fruition. In the 80s, both Ali Fethullahzadeh and Amir Abedini made efforts to enter the Maghrebs into the stock market, but they were unsuccessful, so that these two governments remained.

The first attempt to hand over 2 Esteghlal and Persepolis clubs dates back to 1983, to the days when the then government was obliged to hand over the two teams according to the resolution of the Cabinet. After this resolution, until the 13th government came into effect, in the past 17 years and during different periods of the presidency, the case of privatization of Esteghlal and Persepolis was discussed many times, but it was never implemented.

The last efforts were made in Hassan Rouhani’s government, but despite the promises of Masoud Soltanifar, then the Minister of Sports, who announced the transfer of the two teams by the end of the 12th government, this did not happen.

The seriousness of the 13th government in handing over the Maghrebs

Privatization of Esteghlal and Persepolis was one of the main priorities of Ayatollah Seyed Ibrahim Raisi in the field of sports. On 25 Khordad 1400, in a meeting with a group of athletes and veterans of various sports fields at the Martyrs of the Islamic Revolution (Sarcheshme) cultural complex, Raisi emphasized that he will seriously pursue the issue of privatization of Esteghlal and Persepolis clubs in the popular government to address the concerns of fans and veterans in this regard. The relationship should be fixed.

On 13 Shahrivar 1400, Seyyed Hamid Sajjadi, Minister of Sports, referring to the President’s agreement to hand over two teams, announced that this promise would be fulfilled by the end of the year and said: “Basically, in all countries, clubs are usually people’s, and governments interfere less in such cases, and politics also Handing over the Esteghlal and Persepolis clubs to the private sector, and I promise you, it is only a coordination between the Ministry of Sports and Youth Affairs and the Ministry of Economic Affairs and Finance that must be done, and most of the pains have been taken and this will happen with coordination in a very short time. .

He added: “There is no difficult task ahead, this will happen in the next one to two months and it will progress gradually, and part of the shares can be handed over to the people, they have given us the assist and we just have to score goals.”

With the new government coming into office, the process of handing over Esteghlal and Persepolis accelerated so that this nearly 20-year wait could be realized as soon as possible. Especially since one of the reasons for excluding Esteghlal and Persepolis from the current Champions League season was the joint ownership of the two teams.

On 12 Bahman 1400, Ali Bahadri Jahormi, the spokesperson of the government, spoke about the seriousness of the government for the handover and said: The sentence I am saying has been stated in the government board that Esteghlal and Persepolis are the people’s teams and should be handed over to the people. The Ministry of Sports, the Ministry of Economy and the Privatization Organization are seriously following the matter.

March 15, 1400 was dated

In February, an important step was taken with the valuation of the Magyar teams to offer the two teams to the over-the-counter market. According to the Privatization Organization, Persepolis was valued at 3,200 billion tomans and Esteghlal was valued at 2,800 billion tomans, so that the offering of their shares in the over-the-counter market will soon begin. Financial discipline, transparency, compliance with corporate governance rules, people’s participation and solving some financial issues were the most important achievements of this valuation.

On this day, the supply of 10% shares of Esteghlal and Persepolis started at the prices of 2,910 Rials and 3,387 Rials, respectively. According to the decisions made, it was decided that each fan of Esteghlal Club would be awarded 1,300 shares at a price of 2,910 Rials, and each shareholder needed 300,000 Tomans in cash to participate in this subscription.

In the shares of Persepolis club, each shareholder was allocated 885 shares at a price of 3,387 rials, and the shareholders needed 300,000 tomans in cash to buy the shares of this club.

After 9 days, the subscription of Esteghlal and Persepolis shares ended on March 28 last year, and according to the announcement of the stock market, Persepolis and Esteghlal had 350 billion tomans and 359 billion tomans of Esteghlal increased their capital through the sale of shares.

Based on the subscription of 1 billion 236 million 99 thousand 656 shares of new shares of Esteghlal Sports Company of Iran (common stock) under the trading symbol (Estiklalh 1) and 1 billion 34 million 840 thousand 567 shares of new shares Persepolis Cultural and Sports Company (public shares) was sold under trading symbol (Perspolis 1).

According to statistics, 320,000 people participated in the underwriting of Persepolis, and 261 billion Tomans of this club’s shares were purchased by legal entities and more than 88 billion Tomans by real persons. Also, 286,000 people participated in the subscription of Esteghlal, and 280 billion tomans of this club’s shares were bought by legal entities and 79 billion tomans by real persons.

The handing over of Esteghlal and Persepolis was implemented in a situation that, according to the Minister of Sports, many people considered to be impractical. Sajjadi said: “We are happy that two clubs, Persepolis and Esteghlal, have gone through the difficult process of handing over and achieved significant success with this.”

He added: When we talked about the privatization of Esteghlal and Persepolis clubs in the national media, some of the past sports managers criticized these talks and said that this is not possible, but with God’s grace, we were able to do this.

Transfer of 51% of shares until the end of fall

5 months after the transfer of 10% shares of Esteghlal and Persepolis, now the government is determined to continue the privatization of the two teams. Sajjadi said in this regard: According to the plan of the privatization organization, we were supposed to transfer 51% of 2 clubs by the end of summer. I had two detailed meetings with Esteghlal and Persepolis clubs, the league organization and the football federation, and we reviewed the necessary issues.

The Minister of Sports noted: There are now 2 clubs on the stock market, and when these companies go to transfer, all their issues should be clarified. In fact, the more organized and prepared the financial and administrative mechanism is, the faster the transfers will be.

In the end, Sajjadi said: If the transfer of shares does not happen by the end of the summer, this goal will be achieved by the fall. All our efforts are to hand over 51% of the shares as soon as possible, but all administrative and financial matters must be provided.
